Client Notices v3

Merge fields now work on real sends, each notice is logged to the customer history, and the send form has the WYSIWYG editor back in place.
For merge fields and privacy, bulk notices are sent individually to each client instead of one shared BCC blast.
0 recipients with valid email will be used.
Scope: Active customers
Merge fields: {customer_name} {first_name} {email} {project_name} {status} {today}
This editor sends HTML email. Merge fields are replaced per customer at send time.
Allowed: PDF, images, TXT, DOC, DOCX. Max 10MB each.

Saved templates keep HTML formatting and can be loaded into the send form.
